A Global Look at Odour Legislation, Compliance & Emerging Trends

Odour regulations vary widely across the globe. However, understanding them is essential for operators managing environmental compliance. This guide summarises key findings from a major international review paper and highlights the contributions of Silsoe Odours Director, Robert Sneath.

Current Worldwide Odour Regulations

In 2021, a new review paper was published: “Summary and Overview of the Odour Regulations Worldwide”. This collaboration brought together 17 international odour experts, including Robert Sneath from Silsoe Odours. The paper reviews odour legislation in selected European countries, South America, Oceania, and Asia. It highlights differences, emerging trends and recommendations for future regulatory alignment.

The authors note that international approaches differ. However, odour regulations are relatively consistent across the UK. The paper also raises key discussion points for regulators, including planning, continuous improvement, and opportunities for cohesive measurement standards worldwide.

Although published in 2021, this remains the most comprehensive review of worldwide odour regulations available.

Robert Sneath: International Expertise

Robert Sneath founded Silsoe Odours in 2005. He is a recognised expert in odour management and measurement. He has been the UK member of the EU CEN working group TC264 WG2 “Odours” for over 25 years, contributing to the development of the European standard BS EN 13725 (latest update March 2022).

Robert contributed to the 2021 review paper, Summary and Overview of the Odour Regulations Worldwide. He provided the UK perspective and collaborated with international colleagues. He highlights the importance of cross-border collaboration to ensure odour is measured consistently and effectively around the world.

The review paper marks the end of a great piece of work from odour specialists from all over the world. I’m particularly grateful to Steve Pierson for his support on the UK contribution. It’s important to collaborate with those doing the same thing in different ways. By working together, we can ensure odour is measured in a comprehensive, cohesive way across all regions in the future.

Key Findings from the 2021 Review Paper

The review highlights that odour regulations differ by region but share common challenges:

Regulatory diversityCountries vary in how they define odour nuisance, measurement requirements, and enforcement.
Planning and permitsMany regulations link odour control to environmental permits and land-use planning.
Monitoring standardsContinuous improvement in odour measurement and assessment methods remains a key focus.
International cooperationCollaboration among odour specialists improves consistency and helps share best practices.

Operators should be aware that odour regulations differ by region. This may affect compliance if operations involve international activity.

Why This Matters for Operators

Even if your site is UK-based, understanding international approaches can:

  • Support benchmarking against global best practices.
  • Inform long-term strategic odour management. For practical support, see our Odour Consulting services.
  • Strengthen credibility with regulators, stakeholders, and clients.

For UK-specific odour compliance, see our guide to odour management and environmental permits in the UK. You may also need an odour impact assessment to support compliance.
